About Lorraine Elliott Planning Services
Lorraine Elliott Planning Services was established in 2014 to provide a comprehensive planning service for private and government clients in the land development industry.
Lorraine has over 25 years of urban and regional planning experience in both Queensland and Western Australia. The majority of her experience (over 20 years) has been in private consultancies in WA.
The business specialises in delivering development outcomes by providing a wide range of planning services for small and large scale development projects, including residential, rural residential, commercial/retail and industrial land uses.
Lorraine has extensive experience in providing ongoing planning advice to clients and other consultants during the planning and development stages of projects, which involves negotiating with government agencies in order to achieve the best outcomes for clients.

Projects
Sunrise Estate – Wellard East
Lorraine Elliott Planning Services is currently providing planning services for the development of Sunrise Estate.
Lorraine prepared structure plans and subdivision applications for over 500 lots and obtained numerous planning approvals for the project. She also prepared a number of local development plans to guide the development of medium density residential lots.
Due Diligence Projects
Lorraine Elliott Planning Services provided due diligence planning advice on a number of sites throughout Perth for different types of land uses, including a service station, a place of worship, large format hardware stores and residential subdivisions.
This involved detailed investigations of all planning controls, discussions with government agencies and presenting recommendations to clients.
Alkina Estate – Wellard East
Lorraine Elliott Planning Services provided planning and project management services for the development of Alkina Estate.
Lorraine prepared a subdivision application, signage application and local development plan. She was also involved in obtaining approvals and managing the implementation of subdivision approval conditions.
General Planning Representation
Lorraine Elliott Planning Services provided planning advice and representation to Sandvik at its Bayswater site in response to the nearby development of NorthLink and the associated realignment of Collier Road, which affected nearby parking and site access.
This involved attending and negotiating at meetings with Main Roads WA and the local government, providing advice on previous planning approvals, lodging alternative parking proposals with the local government and seeking better outcomes for the ongoing operation of the site.
Development Applications
Lorraine Elliott Planning Services prepared numerous development applications in Perth and regional locations for a variety of land uses, including a café, a shop, multiple dwellings, a holiday home and light industry.
This involved preparation of detailed documentation addressing complex planning issues, deputations at Council Meetings and negotiating on conditions of planning approval to achieve the best outcomes for clients.
